Does she genuinely care about humanity, or does she only see them as pawns to further her goals?

Nope, it was just said this one was the last in succession of the title, but the wording and the length of the cycle implies otherwise.
@Hakaishin Aro That's true, and that's important. Well, there was at least 2, it's unclear if there was several others before that.
In the old system, the CG created monster and the DL to reduce/contain human population, when there was too much monster, it gave power to human to slain the DL. The monster will then proceed to kill each other to have a new Demon Lord, however, it's only when there is enought monster killed that a new DL appeared, repeating the cycle. The Cief God was in perfect control of the Demon Lord, and made him disappear depending of his need.
From MGE 1 :
"the demon lord and the monsters were included as part of the “world” that the chief god created. Saying that the demon lord is a being who emerged from the darkness is a huge lie on the part of the gods and The Order. Monsters are, in essence, beings that are higher on the food chain than humans.
They're living creatures the chief god created so that it could adjust the number of humans. The demon lord who The Order insists is wicked, was created as a control device so that the gods could control the monsters.[...]
By giving the demon lord directives, the chief god is able to indirectly control the monsters. Whenever civilization flourishes, and humans increase too much in number, it turns the monsters vicious as in the age of the former demon lord, killing large amounts of humans, thereby thinning their numbers. And then, when humans start to die out, this time the monsters increase too much in number, so this time it gives humans incredible power, creating “heroes,” and sending them to slay the demon lord. After the demon lord is slain, the monsters kill each other to decide the next demon lord, and until a demon lord is decided, their number keeps decreasing on its own. And then, when humans reach prosperity once again, and begin increasing in number, a new demon lord is born as a control device from amongst the monsters."
(I don't know if it's misstranslation, bu the present/former demon lord terms seem to be badly used)
KC for once thought thing throught, for the system to collapse, it require that the CG have no control over a DL, but he is the one that created them and manipulate in the first place, so it would not be possible.
That's why there is a "new" Chief Godess, I have a hard time finding informations about that she is new, it's barely mentionned but it's here.
Still in MGE 1 :
"and one was that just as in the case of the demon lord, a new chief god took over, but she was a goddess who was still very inexperienced. The state of the present is the product of all these coincidences."
My personnal theory is that the old and original Chief God simply left on his own or die, by disappearing, he took the Demon Lord with him since it was nothing but his puppet. It also give the role empty, and Lilith just seize the opportunity by beign at the right place at the right time, becoming the new DL.
A new Chief God has also to appear to take care of the situation, probably a powerful angel or other entities affiliated to the original CG.
This theory make even more sense since KC really emphasize on the "coincidence" and the fact that Lilith becoming the new DL was the work of luck and "fate".
From the Q&A :
"Plus, as I've mentioned in Ask past questions, I can't add this explanation to setting right now, so I can't go into more detail. However, the reason the Monster Lord became Monster Lord is because she had Chance and Fate on her side. [In the original, Kenkou talks about "Inevitability", which in this context, I believe, is synonymous with "Fate"]
Does the fact that in the days of the past Demon Lords everything was decided by force, does the current DL who was chosen as the next Demon Lord at that time to be the most powerful monster at that time? If this is not the case, and the succubus was incorrectly chosen as the Demon Lord, is there any chance of some kind of malfunction in the future?
I can't give you any details at this point, but the fact that the current Demon Lord received her title is the result of a lot of chance and fate. The point is not wrong or something like that, but some will of Fate. The Succubus became the Demon Lord for the reason that she was able to change the world as a result.
"
I am not sure at all, nothing is really clear, but that theory work for me I guess. (Sorry for the wall of text)
Also I call dibs on every cute blonde tsundere goddess! Me likey tundere cuties with angry eyes and cute fang. Aro.exe has stopped working, again!
@LorialetDreamer Wow. Ahem (pardon my french) fuck the Chief God. She is just a wolf in sheep's clothing. I honestly think she is the only character in the MGE world who deserves death.
@Hakaishin Aro It's canon (at least to me), the current CG is a blonde tsundere.
The Vaudevillain: You mean the original one? The new one just inherited the position and all the crap that goes with it. I doubt she knows of every detail of the true nature of things. And besides, even she deserves to be loved. Maybe if she experience true love she will see things differently.
@The Vaudevillain Veteran Considering your reaction, I think you are missinterpreting a few thing, or I am missinterpreting your message.
The old Chief God, yea, he killed lot of human to keep them under control, but he did create them in the first place so....
He did not harm any monster girl since it's dissapearence coincide witht he appearance of the new DL.
The new Chief God however, she obviously did kill some monster girls with her Order soldiers, but she is only trying to conserve balance, and she is losing anyway.
Refering to what's in the side book 3, she is pretty chill and benevolent, except when it come to monster, since they are threathening the balance.
@Hakaishin Aro "The new one just inherited the position and all the crap that goes with it. I doubt she knows of every detail of the true nature of things"
Nothing official, but basically yes, that's how I see it too, she is just trying to do what the old CG did because "that the right thing to do" and the world don't know any other system anyway.
As far as I am concerned she is a trainee that inherit all the responsibilities when her boss took it's retirement to the Bahamas.
The thing is, not only is there no need to keep a balance. But you can't excuse someone that murders innocent couples and would seek to murder you and your family.
The faith of the Order is also very invasive and limiting. Hence the point of breaking away and be liberated by mamono.
If I quite agree with that, the new goddess only makes what is expected of her, guiding herself only with the references of the past, she should get off her cloud in little and see the reality of the current world, he may come up with something while doing it I just say jaja
@LorialetDreamer She's still a wolf in sheep's clothing. I can forgive the Valkyries and Angels as they are simply following orders but the current CG doesn't deserve any forgiveness as she is willing to let humans suffer just so she can continue her game of holy war. She has been responsible for the deaths of many mamono and most likely knows how the OCG would willingly let humans die.
@Hakaishin Aro I doubt the CG even believes in what she preaches. Maybe I'm being too harsh but the CG should be executed for her crimes against humanity and mamono.
If we want to put it that way then the DL is more genocidal than the current CG. She will end many races and change them enough they are not the same race technically. We're talking about a whole world. I doubt all human women want to turn into Mamono, but they have zero say in that matter. Neither of them have bad intentions but does bad things. If I ended in MGE, I'd seek for the two of them and offer my own life to make the world be a place where every single individual can be free and happy as they want to be. The needs of the many outweigh the needs of the few.
What do you think?
