There must be some nations that don't totally accept monsters like Monster Friendly Kingdom, but neither use the Order's "kill on sight" policy. So...what kind of procedures they would use to handle mamono?
Just some random idea.
- They accept mamono, but only those who agree to obey their laws.
- Technically, mamono are like second class citizens or foreigners. Many mamono may be upset, but it's still a step up from total antagonism. Outside of some limitations, they're protected by same laws as humans (killing mamono is crime, rape is also crime regardless of which side commit it).
- The city are divided into at least three zones. The inner city - totally block off from mamono, the commercial zone - allow mamono to operate some business but disallow resident, and the outer city - where mamono can take resident (including inn for travelling mamono).
- Along with zoning, one law is disallow of sex in public. This is to keep demonic energy from inner city.
- Although news of the city lets monsters run around cause some conflict with the Order. At least it still look like humans are superior to monsters here, make many of less-friendly nation think it's more acceptable to trade with them than monster friendly nations. And so their economic keep floating as major supplier of Demon Realm's rare good like Mandragora's roots.
- They maintain good relationship with Gyoubu Danuki's commercial organization, lets them look over much of mamono's business. Gyoubu Danuki aren't too happy with limited freedom, but being merchant at heart, they tolerate it. The idea is that the organization would like to have the current state to go on as long as possible.
- Married mamono will has higher chance of accept into the city, at least they will stick to their husband.
- All of mamono properties must apply for yearly review. Troublemaker will get kicked out of the city.
