If we are to win or even last against our oppressors, we must know ourselves and our enemies. We may already know ourselves; we know that we are only armed with a coterie of weapons ranging from 18th century muskets to Cold War-era Soviet weaponry, which is not only hopelessly inferior to what the Imperial Army can field, but also the best we can use… for now.

Unlike our army, the Imperial Army is the one to have an extensive battle experience, and one can say that one out of five Imperial or Order soldiers is a veteran of many battles. Not to mention that many freedom movements before us had confronted them with tried-and-tested strategy: guerrilla warfare, and failed. Because of this, the Imperial Army had taken the chance to notice its mistakes during their previous campaigns, and then rectify them. This makes the situation much harder for us, since there’s a low possibility that they will fall for the same mistakes again.

According to our system of informers, the enemy is not far behind in terms of will and weaponry, even surpassing us to some degree. In order to formulate strategies and tactics how we will fight the oppressors, we must first examine their units, their weapons, their battle doctrine, their strengths and weaknesses.

Although the Empire and the Order has supremacy of the seas; they are also making efforts to develop flying capabilities for their naval vessels. So far, we don’t have any means to strike directly at them [our surface-to-air missiles can only do little damage] but we have the Imperial Air Force to thank, due to the interservice rivalry that ensued between the two over the responsibility of these flying battleships.

PRIMARY SUPPLIERS

Although the Order has a sizeable arms industry, most of its armaments only have their domestic production rights bought from other countries. Two particular arms industries are tiding much profits for allowing the Order to buy their products to use against us.

    STRATEGY AND TACTICS OF THE IMPERIAL ARMY

    In spite of the state-of-the-art technology the Imperial Army is fielding against us, it is their battle doctrine that really poses a threat to our people. Had their commanders been inept, their soldiers been incompetent, such exotic weapons will be meaningless, but that is not the case, of course. The Imperial Army is a powerful conventional fighting force, but has also developed their counterinsurgency skills. However, the strategies and tactics we will discuss below are mainly of the regular army, not the specialized roles of their dedicated counterinsurgency warfare units.

    The Imperial Army heavily emphasizes on firepower, combined arms shock-and-awe warfare, rapid dominance, individual soldier skill, heavy and stubborn defenses and overall superiority in land, air, sea and space. Whenever they are the ones to open the first rounds of battle, it will be preceded by area bombardment, on which the Order will move under fire support, with either the artillery or air force smashing most of the resistance awaiting, leaving the shocked and weakened remnants to their advancing troops and vehicles, with the tanks spearheading the assault. No other conventional force would be able to stand against that attack, so fighting them head-on will mean certain suicide.

    Ambushing is a classic of guerrilla warfare, but the enemy is adapting to these threats. Their convoys will only move in the roads only deemed safe and approved by their Inquisition, and even so, before movement, combat engineers tasked with removing mines, using mine detectors and dogs, will go first and it is usually under significant elite escort, sometimes under air cover. And also, before convoy movement along the area, scouts and satellite scans will check at least thrice to make sure that there will be no surprises for the convoy along the way. Another way other than securing the land routes is to use the air force to transport supplies.

    Recently, the Army has been relocating villages in certain war zones and then placing them in fenced communities they call New Villages, or in their military terms, Strategic Hamlets, where they are subject to propaganda, intensive 24/7 surveillance and tight security measures, making it sure that no one gets in and out. Media and aid workers are not allowed to visit these areas and see to it that the ‘refugees’ are in good condition. Barbed wire separates the community from the outside, guard towers can be seen for every fifty meters and land mines dot the free-fire zones around the village. Anyone seen outside the New Villages can be shot on sight (I was lucky to escape with my life after just seeing a glimpse of a New Village). Commonly, these New Villages are always within easy reach of Imperial support.

    From these New Villages, territorial militias (notably the highly-motivated all-volunteer Legion of The Argent Dawn and the much common but fanatical 'Faithful' war party organization, the fascist equivalents to our Mamono Militia Corps) are formed in which the villagers are trained by the enemy to fight against our brothers and sisters. These militiamen, armed with leftover weapons from the Imperial Army arsenal, are either lured to join by the promise of pay in order to feed their families because it is the only way they will earn a living or are coerced to join under threat that their families will be killed in an event of defection, desertion or any other act that will be adverse to the enemy’s goals. They are considered auxiliaries to support regular troops and in an event of desperation, they are even more expendable than the regulars.

    The Imperial Army is also following a scorched earth policy, on which they will burn plantations and villages (after emptying them of inhabitants), poison wells with mercury and spray herbicides on jungles. Because of these measures, at least 60% of Quarantia’s farmlands were destroyed, badly mauling the continent’s agriculture. Fisheries too, had been affected, resulting in the Great Quarantian Famine, which still goes on to this day.

    The information above is their standard battle doctrine, well-suitable for large engagements that can single-handedly decide or influence the outcome of war, but in facing us, this doctrine proves useless. However, as they say, everyone is on a race to improve against each other, and the fascists came up with two counterinsurgency tactics that, if not a solution that can be found, may eventually result in our annihilation.

    1. FIREFORCE

    One of the enemy’s notorious standard tactics is the ‘Fireforce’. First conceived and successfully applied in Rhodesia, this tactic calls for vertical envelopment of a small target by airborne troops brought in either by helicopter or parachute, entrapping and annihilating the target before they could flee.

    A typical Fireforce operation consists of 50 men carried into action by five Kondors (one Kondor carries a squad of ten men), with the Kondors can double as support fire platforms for ground troops. One Kondor is designated as a command and control platform, carrying the commander in charge of the Fireforce, but it also doubles as a transport for a Fireforce squad to avoid being noticed by the enemy.

    The commander positions Fireforce sticks on where the enemy is possible to escape, creating a situation for the enemy to be trapped. These sticks are designated as stop groups, preventing any escape if the enemy tries to flee from the sweep line. The remainder of Fireforce sticks not designated as stop groups is positioned as main sweep lines that will draw in to destroy the enemy.

    In some occasions, a recon drone is sent in place instead of a command Kondor and the Fireforce commander instead relays direct command from the base and sees the battle through the recon drone. There is a possibility that a maximum of four Anakonda attack gunships may be present to provide further support and on some engagements, fixed-wing aircraft such as Sirocco and Rebel had came into play whenever the Fireforce encounter stiff resistance. A Jumbo Fireforce, another variant of Fireforce, also employs the AC-53 Apollyon Assault Gunship that can provide heavy fire support and an MC-53 Seraph to carry 90 more troops commonly deployed by parachute.

    Aside from aircraft utilized, Order/Imperial Fireforces are no different from the original Rhodesian variant and if the information above proved to be lacking, this article can give an insight as how the Imperial/Order Fireforces, as well as the original Rhodesian. But we can say that the advanced Order technology has made the original Rhodesian variant more effective. As Rhodesian Fireforces had been effective in counterinsurgency operations against guerrilla movements, the Imperial/Order Fireforces can be said of the same way, if not more.

    When Fireforce was applied on its first six months, we had lost many of our brethren, mostly Dookhies, the masters of guerrilla warfare and always moving on small units, which the Fireforce tactic is engineered to eradicate. Antiaircraft weapons do little to shift the advantage to us (unless if we are able to hide beneath the dense jungle, but still depending on chance, it may or may not shift the tide of battle). However, I can advise that guerrilla squads should not operate far from each other, but not too close either so more men can be saved from being entrapped. Another noticeable is that Fireforce does not employ blessed heroes (for heroes are very rare and are valuable assets to be saved for more decisive engagements) until recently when they were finally used to lead Fireforce sticks, so the Mamono Militia Corps becomes our best hope to save us from a Fireforce, at least those that do not have heroes. I can theorize if this is to be effective, our mamono sisters must be nearby enough to hand us aid in an event of a Fireforce but not too much that the Fireforce also entraps them.

    2. HEDGEHOG

    If Fireforce is offensive-oriented, the Hedgehog tactic is defensive-oriented, best known stopper of unstoppable blitzkrieg juggernauts. The tactic calls for deploying defensive positions in heavily fortified positions suitable for all-around defense and abandoning indefensible terrain. In mobile warfare, attackers can penetrate between these hedgehogs, as blitzkrieg tactics are concerned, but each hedgehog position can keep up fighting even when surrounded. The attacker force that had bypassed the hedgehogs is in extreme risk of being cut off in an event of defender counterattack.

    Despite best used against blitzkrieg assaults, hedgehog tactics had worked well for fighting guerrilla movements militarily. For this, a special variant of hedgehog has been formulated, known as a counterinsurgent hedgehog. In this variant, the tactic calls for an establishment of a hedgehog in a strategic and tactical advantageous position, commonly deep in enemy lines, to disrupt supply lines. To do this, an area chosen for a hedgehog defense is stormed by airborne infantry. When the line is cleared, construction materials and heavy weapons are then brought in by the means of gliders (or if the terrain permits; heavy transports)

    The counterinsurgent hedgehog defense consists of an outpost surrounded by several armed positions. The main objective was to provoke an enemy frontal assault, rather than fighting off hit-and-run attacks or falling into ambushes.

    How this tactic may seem to be formidable, they have one common weakness disguised as strength; hedgehog positions are commonly supplied through aerial transport. This was magnified in the same war it has been first successfully applied as a counterinsurgency tactic.

    ORDER COUNTERINSURGENCY DOCTRINE

    While the counterinsurgency doctrine of the Order is in infant stages, due to the fact that the Order never faced a guerrilla movement before despite its extensive military history, it is no doubt that they are learning very fast, and are adapting to our skills.

    The basic points of the Order counterinsurgency doctrine are the following, derived from a counterinsurgency handbook:

    1.       Showcase of Power

    In wars against insurgents, control of territory is only a beginning of the struggle, and the guerrilla may blend into the population. To prevent this, the population must be kept under tight control and security. The guerrilla must not be allowed to use the population as its sanctuary by any means necessary. To do so, the counterinsurgent must make its power shown clearly everywhere, such as patrols.

    2.       Cordon and Kill

    A guerrilla fighter has excellent mobility, but in doing so sacrificing the load he can bear for additional weapon and ammunition. While this lets the enemy escape quickly in the face of overwhelming danger, it is no doubt that he cannot last if seen and destroyed quickly. In destroying insurgents, all possible means of escape and recuperation shall be denied as he is being hunted and killed.

    3.       ‘Oil spot’

    There are political, cultural and economic targets, all ripe for the guerrilla to target in order to score a huge success in their part and a debilitating failure in the counterinsurgents’ part. These ‘oil spots’ must be well-protected not only from attack, but infiltration and other threats.

    4.       Populace

    A guerilla movement functions as long as it has popular support, so measures should be taken to make the people support the counterinsurgent side or at least remain neutral instead of supporting the guerrilla. Whether it is appeasing or scaring the people is up to depending factors and the counterinsurgent’s decision, but the former will be a more preferable method, since turning the people out of warmhearted instead of coerced support for the counterinsurgent is better, and the guerrilla will lose its strength for that the people are against him.

    5.       Divide and Conquer

    A guerrilla movement relies on the unity of its people, and so the counterinsurgent must divide the populace in order to prevent a unified movement against the counterinsurgent. Better yet, loyal locals must be recruited to the counterinsurgent’s cause, and paramilitary forces can be organized out of them in order to give the guerrilla one more enemy to contend with, and also expend more effort that will sap more of his strength.

    6.       Pseudo-guerrilla Teams

    In order to keep pace with an insurgent enemy, pseudo-guerrilla teams must be created that function like the enemy except for its goal and barbaric conduct that may alienate people. It means that they should be fast and mobile as the insurgent in order to quickly respond to a guerrilla attack with higher probability of catching and killing them.

    7.       Search and Destroy

    A soldier who survives many dangers will be much more experienced, and consequently much more able to perform better with fewer mistakes. It is imperative that we must kill as many insurgents as we can and strive for higher kill rates in order not only to prevent them from growing in size but also growing in skill.

    8.       No Expenses Spared

    If there are any means that can be exploited for the counterinsurgent’s own ends, it shall be utilized with great effect. Examples of factors to exploit are local culture, terrain, climate, and even the enemy itself.

    9.       Intelligence

    The insurgent prefers to operate in areas and conditions where government control is weak. The counterinsurgent must have eyes and ears everywhere, even in the enemy stronghold, in order to keep watch for enemy movements and plans, and be able to act quickly in any event of hostility.

    Intelligence will play a big role in a counterinsurgent role, even more than heavy firepower. Spies will be of great use; they can not only gather information and keep track of enemy progress, but can also do measures that can weaken the guerrilla foundation from the inside. Likewise, the enemy will use spies, so counter-intelligence efforts should be doubled as well.


    ORGANIZATION

    Although we always refer to our enemies as the Order, not counting the derogatory terms, the terms Order army and Order soldier are misleading; the proper term alternative to such is Imperial soldier/trooper, for there are only few religious military organizations that fight for the fascists.

    Most of the Imperial regular and militia complement are of Quarantian descent. The reason is that the fascists do not have enough manpower from all anti-monster states to cover all of Quarantia, and so need all manpower they can get. However, this is a blessing in disguise for us, for the Quarantian soldiers are easier to persuade than the original fascists from overseas.

    The Holy Order of the Chief God, however, is a separate military force from the Quarantian Empire. Their manpower is lesser than the Order, for they only accept those who have firm beliefs of the Chief God’s teachings on persecution of the monsters that will not be shaken that easily, but they compensate for it by their fanaticism, elitist military training and access to state-of-the-art technology.

    The Quarantian Imperial troops use traditional military rankings from Private to General of the Army. The Holy Order, on the other hand, uses the following command ranks:

    Grand Marshal (General of the Army): The highest ranking military commander of the Order; he controls all military affairs of the religious organization.

    Field Marshal (Lieutenant General): Commands a Legion (Division) of 13,000.

    Chiliarch (Brigadier General): Commands a Chiliarchy (Brigade) of 4,500.

    Merarch (Colonel): Commands a Merarchy (Regiment) of 1,500.

    Cohortarch (Major): Commands a Cohort (Battalion) of 500.

    Centurion (Captain): Commands a Century (Company) of 100.

    Tetrarch (Lieutenant): Commands a Tetrarchy (Platoon) of 20-40.

    Decurion (Sergeant): Commands a Lochos (Squad) of 8-10 men. 

    Knight (Corporal): Commands a Stick of 4 men.

    Squire (Private): Lowest ranking among the Holy Order ranks.

    Apprentice (Recruit): Recruit to undergo religious indoctrination and training; to be able to qualify, you must: (1) have a citizenship of a traditional anti-monster state by birth, (2) acknowledge that the Chief God is supreme and take it upon the heart that if humanity is to prosper, you must destroy monsters and (3) not only approve, but also encourage the extermination of monsters. These requirements, along with the military recruitment health and skill standards, must be met.

    SPECIAL FORCES

    Rogues: Equivalent to U.S. Delta Force and Rhodesian Selous Scouts, the Rogues are just an informal term for a secret black ops unit specializing in infiltration, intelligence gathering and operating deep in insurgent-controlled territory, even employing our own tactics against us. They are also skilled on infiltrating cells and creating conditions that will weaken our cells from the inside.

    Valkyrie Force: Not to be confused with the angelic warriors of the Chief God, the Valkyrie Force is the prime all-female special force unit proficient not only in counterinsurgency operations, but also in neutralizing monster villages and even assassinating dangerous high-ranking mamono with stealth, precision and skill. The force is led by Princess Nova, uses highly sophisticated equipment and their training is equivalent to U.S. Navy SEALs.

    Fire Force: The official and iconic name to one of the Order’s prime counterinsurgency units, the Fire Forces are known for their revered Fireforce tactics in destroying insurgents. Formed by joint operational commands between the Army, Air Force, Police and Rural Guard, their stunning skill and impressive records are the result of efficient coordination between the four branches of counter-insurgency government. Although the shock resulted by their introduction faded just after six months, Fire Forces still remain venerable in face of ever-changing conditions.

    OTHER MILITARY UNITS

    Rural Guard: Paramilitary units formed by the occupational forces in order to keep control of rural areas the Order have subdued and support police units in protecting the villages against insurgent incursion. The Rural Guard is accountable to both Quarantian police departments and the Military Command.

    Legion of the Argent Dawn: The Legion is made up of foreigners willing to fight in Quarantia for the Order but neither accepted into the Order nor to the Quarantian Imperial Army. Various motivations for men to join are desire for adventure, escape the past, earn ample money or zeal to spread the faith to the Chief God and destroy all opponents to the faith.

    Knights Templar: Commonly known as Faithfuls, they are a military organization of volunteers who have sworn themselves to uphold the message of the Chief God and the extermination of the monsters. Unlike the Imperial troops or the knights of the Holy Order, they receive no military training and are initially armed with leftover weapons from the Imperial arsenal such as the Enfield No. 4 Rifle and Browning automatic rifle and captured Quarantian stocks such as the AKMs and AK-47s, but in return they have been given the right to pillage and loot, as well as liberty to do as they please as long as it helps destroying the MSLA resistance and they have also been given exemption from following the laws of war. So it’s not surprising that their list of war crimes can literally reach the heavens if they are all piled up on top of each other. The Knights Templar is the most fanatical of the pro-Imperial and pro-Order war organizations, so it is commonly of no use to capture and convincing them to join the MSLA side.

    The Redeemed: Composed of former MSLA members or supporters who surrendered or defected to the Empire, this military organization proved important to the Imperial intelligence for knowledge about the MSLA’s organization, hideouts and plans. They have been lured in mostly by the prize of money or being driven to surrender when their loved ones whom they left were held hostage by the fascists (that’s just two examples). Bringing their guerrilla skills with them, they became one of the important war organizations, for their skills made them a suitable OPFOR for Imperial trainees and prepare them for facing us, but they are still under scrutiny by the Inquisition for possible moles amongst their ranks.

    One notable characteristic about the members of The Redeemed is that their faces are covered with ski masks or other face covers, presumably to protect their identity.

    To keep their loyalty, their families, provided that they haven’t fled to the boonies, are placed in special zones in which they are heavily guarded for protection against the MSLA and also be used as hostages in an event of the return of the members to our fold. Also, every member receives a prestigious monthly salary of 4,000 Quarantian rupees.

    Hospitallers: A subdivision of The Holy Order, the Knights Hospitaller focus on humanitarian works instead of military operations, in an effort “to win the hearts and minds” of the people. They work on rebuilding and rehabilitating areas that had been declared cleared and even made expeditions to war-torn zones to provide food and medical aid for the people.

    Even if the Hospitallers are not an official military organization, their combat engineers are one of the best in the world. The Hospitallers are also the ones who engineered the New Villages and are striving with their best to make the notion of living better under the Chief God’s benevolent rule an undeniable truth.

    Together with the moderate politicians in the Round Table of Ministers, they vehemently protest against the Empire’s use of destructive weapons, war crimes and the policy of terror against MSLA supporters, for these are putting the moral successes of the Hospitallers in vain.

    Elven Rangers (pro-Order): The forest elves of Quarantia proved to be an invaluable ally for the Order back to the First Quarantian War. Recognizing the superiority of elven soldiers in forest skirmishes, the Empire also organized Ranger units to help destroy any MSLA cells in their respective jurisdictions and free up Imperial units for other operations instead of being tied down guarding isolated elf villages against MSLA raids. Despite being a militia organization, the performance of the Elves outmatches even those of the Imperial regulars and may even equal those of the Holy Order’s black ops organization First Airborne Scout Ranger Regiment known as “Valkyries”.

    Inquisition: The dreaded religious secret police of the Order, the Inquisition’s tasks from its inception are to root out heretics, secret adherents of forbidden religions, mamono secretly living as humans and perceived enemies of the Church and mankind. But with the escalating war against the mamono and the dawning era of new warfare, the Inquisition’s goals were broadened; eventually the organization was revamped to be able to do tasks of a secret intelligence agency: find possible threats and inform the military command, and if possible, neutralize the threat themselves. The Inquisition makes use networks of spies, informers, secret agents, black ops teams (the Inquisition has their own black ops teams separate from Imperial and Order military forces, making them more independent), psychological warfare and cyberwarfare means to achieve their goals of destroying all perceived threats.
